There is no developer tier list. Two community sites rank the same seven magics in opposite orders. This page shows the method, then sends you to the list that matches the question you asked.

What I checked
I put the cloverrpgwiki ranking next to the cloverrpg.org ranking and stopped looking for a hidden “correct” order. Wiki ranks by kit, passives, and rarity. The other site ranks by control, mobility, sustain, and median cooldown. Both say they use game data. They are not the same score. The linked Keiito and Radex videos are community demonstrations. Their metadata does not settle which ranking is correct.
How to read any rank on this site
A rank is an editor’s sort of published numbers. It is not a Thousandfold balance patch. If the two sites disagree, both rows stay. I do not average S and B into A.
PvE and PvP are not the same fight. A heal kit can look average in a duel and necessary in a long boss. The magic page says which site is which.
