Where is Percival in Clover RPG?
Go to the Whispering Hills dojo on the Kamo peak, at the weapon enhancer. That Percival is the Blade Master who handles weapon-proficiency upgrades. A bosses list uses the same name. This page keeps both notes.

What I checked
I answered the location first, because that part is repeated on the NPC page and the locations page. Item Level says the step from proficiency 3 to 4 is a trainer challenge there. A two-year-old video titled “how to beat Percival” may be an older build or another game, so I am not using its tactics. Percival’s Recommendation is the item that breaks the proficiency cap. How it drops is not written down.
Two records, one name
NPC record: Blade Master, Whispering Hills, weapon efficiency. Boss record: listed among Kamo bosses. They might be one encounter described twice. I will not pick a health bar or a phase list.
