Steel and tin are listed as Boulder and Ore Cluster drops. The Steel pickaxe that those ores eventually feed is 1 Wood, 6 Amber, 5 Tin Ingots, 3 Steel Ingots, and 1 Silver Pickaxe, at mining power 15.

What I checked
I did not assume one ore smelts into one ingot. No page printed a smelt ratio, so the recipe stays in ingots. The Silver pickaxe under it is 5 Copper Ingots, 1 Wood, 6 Silver Ingots, and 1 Stone Pickaxe at mining power 10. The recipes come only from prior Fandom image research. Bloxinformer independently lists mining nodes, which does not corroborate ingredient counts.
Upgrade chain
Mine power-10 nodes for Amber, tin, and steel once the Silver pickaxe exists. Power-5 nodes do not list those metals.
